What Is the Seoul Metropolitan City Appeal Review Committee

The Seoul Metropolitan City Appeal Review Committee is a quasi-judicial, collegial decision-making body established in accordance with the Local Public Officials Act and the Ordinance on Disciplinary Actions and Appeals by Local Public Officials. It reviews and decides appeals regarding disciplinary measures imposed on local public officials affiliated with the Seoul Metropolitan Government, as well as adverse actions against their will, such as demotion, leave of absence, suspension from duties, and dismissal. It is a key public-interest relief organization in the civil service that corrects unfair personnel actions that may arise in the course of public service and ensures objectivity and fairness in administration. Decisions of the Appeal Review Committee are binding on the administrative agency that imposed the action.

Managing Attorney Yoon Ji-sang is an expert in adjudication practice, having served as a Chief Judge of the Family Court and worked as a judge for 13 years.
