Yoon Ji-sang and Roh Jong-eon, Managing Attorneys, Appointed as Advisory Members of the Anti-Corruption and Civil Rights Commission’s 「Administrative Appeal Integration Advisory Group」
— Helping citizens seek relief from unjust administrative dispositions, more easily and quickly

Law Firm Jonjae’s Managing Attorneys Yoon Ji-sang and Roh Jong-eon were selected as advisory members of the Anti-Corruption and Civil Rights Commission’s 「Administrative Appeal Integration Advisory Group」. On October 11, 2023, Managing Attorney Roh Jong-eon attended the appointment ceremony held at the Government Seoul Complex and received the letter of appointment. Managing Attorney Yoon Ji-sang was unable to attend that day due to a court schedule.
What Is the Administrative Appeal Integration Advisory Group?
Administrative appeal is a system in which citizens whose rights and interests have been infringed by an illegal or unjust disposition by an administrative agency request relief from that agency before filing a lawsuit in court. Compared with a formal trial, the procedure is simpler, processing is faster, and it can be carried out free of charge without court stamp fees or service fees.
However, there were practical problems. With 57 general administrative appeal agencies and 66 special administrative appeal agencies—each field having a different responsible agency, and application periods and procedures varying from one to another—it was difficult for citizens to know where and by when to file a claim. The overlapping establishment and operation of multiple agencies has also been pointed out as a source of inefficiency in government operations.
To address these issues, the Anti-Corruption and Civil Rights Commission launched the 「Administrative Appeal Integration Advisory Group」, composed of experts from the legal and academic fields. The advisory group consists of six divisions in total—general affairs, tax, compensation and insurance, labor, land, and personnel—and provides expert advice on the scope and direction of administrative appeal integration, as well as various issues.


Expertise Inside the Courtroom Changes Systems Outside the Courtroom
The joining of Managing Attorneys Yoon Ji-sang and Roh Jong-eon to this advisory group is in line with the values pursued by Law Firm Jonjae. Although both managing attorneys are handling busy trial and litigation schedules, they have willingly decided to lend their support to building a system in which citizens who suffer injustice from unfair administrative dispositions can have their rights restored without inconvenience.
