
Following Ms. Goo Hara's death in 2019, the biological mother who had left behind her young child about 20 years earlier claimed inheritance rights, sparking public outrage. In response to this case, a bill was promoted to restrict the inheritance rights of parents who abandoned childrearing, and it passed the National Assembly in 2026. We summarize the key requirements of the Goo Hara Act and how it is applied in practice.
